Regrettably, the only way to reign in spending is limiting their borrowing power. That’s what debt ceilings were for - before they became a joke. Neither party would go for it. Recall, I think, Obama fuming that he will not allow anyone to endanger the credibility of our government and so on. In other words, he would make sure pols could keep reaching into the bottomless cookie jar.
