I believe it was Perot who had a plan, he called the penny or 1% plan.
Every federal agency cut their budget by 1% each year.

The problem, many of them have a 105% or 106% baseline to account for inflation/whatever

So if the budget was 106% of the previous year and the made it 105%, they could "legally" claim they cut spending.

I think Bill's fascination with Galambos was founded in some of the same thoughts,. Yeah the Founders understood the swamp, it is as old as government. Perhaps it will be with us until it collapses under its own obesity.

We could start by just adopting the FY 2001 budget. $2 trillion vs. $6 trillion.

I can't even believe the federal government is consuming about a third of national GDP at this point.
