Certainly, Joe Biden had to have known it before then. Yet, he didn't do anything about it. At that point, you can't really continue to blame Trump for failures that simply weren't his. He created a vaccine that got through the Black Death, and now you want to use it for other illness. Well, Biden should have been on top of that. Just one more failure.
