not all things in life require QoS. ATM does have around 10% overhead for each cell and if one does not need it then why pay for it??
So, for fast frame-based traffic, packet-over-sonet allows very high-speed IP traffic-
When RSVP type of reservation protocols become more popular, equivalent of some ATM's QoS parameters can be supported over frame-based network.
