Nope, that isn't the argument at all. The money wasn't given to enable people to cheat. It was given to enable people to vote safely and to help precinct workers to be safe. I was a precinct official and I was a beneficiary of a small amount of that money. We got things like single use pens, masks, cleaning supplies, gowns, shields for our faces and glass shields to separate voters from the people behind the table. We didn't "cheat", we allowed observers from both parties and everyone there tried to be scrupulously fair. We all spent from about 6 AM until 8 or 9 PM, depending on the job the person was doing, at the voting enclosure in order to try to ensure that all votes were counted and voters treated fairly.
