Putin has total authority. What if he is insane? That variable is always out there. What if Hitler had nuclear weapons? He would have used them, especially at the end. Both sides know exactly where the other side has their missiles and if anyone was stupid enough to fire theirs, the last thing they ever saw would be missiles passing each other in midair. Too many safeguards for there to be an "accident". IMHO
