It should be noted that Iraq owes Russia somewhere in the neighborhood of over 7 billion dollars from weapons purchases. It is in the interest of the russians to end the embargo so that they may received payment.

With regards to future air strikes. It should be noted at 45 days of airstrikes failed to decimate or even significantly reduce the Republican guard. It was mostly the poorly trained conscripts that were in harms way during the 1991 war.

Following the Israeli raid on the Iraqi reactor, the Iraqi's learned that in order to minimize the effectiveness of any future air strikes, their facilities must be spread out over a wide area. Following the persian gulf conflict, the Iraqi's learned the lesson of creating deep reinforced bunker that are hardened against most conventional weapons, including 2000 lb "smart" bombs.

Perhaps the only effective way to deal with Saddam, is to take him out.
