Airlines are public carriers. They fall under special laws.
Point to the "special law" that says a person's "right to fly on an airline without a mask shall not be infringed."

Whether the federal government implements a "no fly" list, or whether the airlines themselves collaborate to implement this list, doesn't concern me.

If certain passengers don't want to abide by the rules, let them take trains and automobiles.
