They are saying they are serious "with vaccination" not of "vaccination". Remember, that noone was dying of covid, only with covid. :-)

Also, it maybe be that only 80% of severe cases are vaccinated and 90% of population is vaccinated. Then unvaccinated 20% severe vs 10% unvaccinated in underlying population. Vaccinated are more than twice as good.

And if unvaccinated are mostly young and healthy, then vaccination is even better.
