It's a completely socialized industry. There is no incentive to do a good job. The longer you do the same thing the more money they give you. Or if you get dumber by going to college to get an advanced degree (in stupidity) they also pay you money.

Education Inc is the Soviet Union. No wonder it gets worse and worse every year.
