A post on the NN thread might interest you. Read the second article mentioned. Granted it's from NN's perspective but just the same an excellent overview of the ATM rationale. Note, too, the comments re: core telecommunications companies and the necessity of partnering:

So changing the infrastructure is very complicated. It requires a core network provider, which Newbridge is not. There are only a few vendors in the world that do such things: Lucent, Northern Telecom, Alcatel, Siemens, Ericsson. These are the core network providers. So we allied with one of them. . . .

This is why I'm hooked on SI --- I'd searched for hours for similar articles and finally put out an "does anybody know of. . ." and the next morning these articles appeared.
