and that is exactly why rates will be capped. the Fed is now in the same box Japan has been in for over 40 years now. Raising rates would bust the financial system and the Fed won't do that. I expect they will do what they always do, inflate their way out of the sovereign debt problem by "making the pie bigger". Translation, keep printing money.
