Yes, I get that. That promise was obviously broken. which of our own leaders should we believe? Putin, of course, calls every Eastern European member of NATO "American puppets." and they are. which former eastern bloc country isn't a puppet? I'm sure you agree with him, given your tendency to believe guys like Putin and Osama bin Laden. Putin's history posted here is accurate, so far as I have been able to research. You have other sources that can dispute his view? Same with OBL. Given the west's history of lies and broken treaties, toppling of gov'ts, etc., I suggest you view things from a somewhat selfish perspective...as do Russians, etc. The key for any successful diplomacy is to understand the real reasoning behind the other sides actions and motivations.
