Putin has been getting ready to re-invade Ukraine for a long time. Russia's new national standard for “Urgent burial of corpses in peacetime and wartime” was filed in September of 2021 and "conveniently" came into force in February of 2022 (thread).

Meanwhile in Russia: the national standard for "Urgent burial of corpses in peacetime and wartime" is reportedly being introduced by the government. It will come into force on February 1, 2022. en.newizv.ru
