Your government has been known to use propaganda and psy-ops, after all, and his theory is as plausible as is the idea that Putin has suddenly gone senile/insane/super-egotistical and is willing to risk everything over virtually 'nothing', and further that everyone around him is willing to risk the total destruction of their country rather than try to stop him, put a bullet in his head, whatever.
