I think that’s exactly what he wants - to force them to talk.

He tried to get nato nations to address his strategic concerns for decades, but no one paid attention. Their bureaucratic “rules” were the only thing that mattered. Ukraine wouldn’t talk either. Now - after he had to go to war for what he wanted - he will get his pound of flesh - his “independent” republics, and probably some territorial concessions.

I’m still convinced that he will NOT try taking over all of Ukraine. Russia wants them no more than the US does (or the EU, it seems). He will insist on an agreement to forget about NATO membership - and on maintaining neutrality - which they should have been doing all along.
