Found it: Documents show that Russia was told NATO would not expand eastward.

Also, in the Budapest agreement, both Russia and the United States agreed they would not invade Ukraine. To Russia, it would probably seem like an "invasion" to see a bunch of NATO military bases crop up inside Ukraine. They probably weren't too thrilled by the number of US military DTRA biolabs that were built there.
