BC, the language is not clear, and you're taking the ambiguous wording of a non-binding resolution as gospel.

Ask yourself this. The A-10 Warthog continues to be used all across the world, even in live-fire training exercises. Soldiers and pilots all swear by its effectiveness, even though Congress is trying to retire the plane in favor of more expensive aircraft such as the F/A-18 and the F-35, a.k.a. the military industrial complex's wet dream.

How come the UN hasn't done anything more than issue a non-binding resolution calling for "guidance" instead of an outright ban, if depleted uranium is proven beyond a reasonable doubt to cause all sorts of health issues?

The reason is because it doesn't, and that the negative effects of depleted uranium have not yet been established by any reputable source. This even after decades of research into Gulf War Syndrome.
