Instead of $100 billion in new plant, maybe $30 billion instead, because you just put the MFNs on existing HFC and restring each with new cheapo laser driven fiber. You get local two way noise free high bandwidth. No asymmetry. No analog complications with high attendant costs which has kept ATT a little cool. If there are no critical bugs, this is gigantically bullish. This would require a robust backbone in time. 155 mbps ATM may be obsolete after a year of MFN restringings. However, we won't worry about it now. Maybe this is why ATT got very interested in ATHM.
