Yes Govt. does have quota. And companies doing business with Govt have to have quota. Of course as you mentioned the companies could front minorities (including wives) as owners and get the orders. Some contracts do not even require a competitive bid. I know an engineer here who could not even get a job. Then he applied for 8H status. Now he has 50 employees and guaranteed contracts all courtesy of US govt.
