Where in the constitution does it give any branch of government carte blanche to GIVE AWAY American taxpayer's money to foreign countries by the boatload.

My guess: If we had all the money we have simply GIVEN AWAY to foreign countries, we would have zero national debt!

HCQ does the same thing to Covid as it does to Malaria...(puts your body in a state where the viruses cannot replicate.)
