The "at will" employment laws mean that the employees have no recourse whatsoever. I know first hand of a lot of people who struggled with this. I even know of those who avoided taking promotions into the upper middle management because they worried that when the time comes they will be let go first due to their higher salaries. I have no sympathy for the corporate America complaining about lack of talent and not finding people.

The "at will" laws have to go.

I also believe that it is the real reason the powers that be try to inflate the market. Too many pensions and 401Ks are on the line. If we ever went back to historical fair value pre1980s, there would be riots from a gray haired mob. The rich are just riding the coattails and going along for the ride. Our economy and government is dependent on an inflated market.
EDIT - The old rule used to be buy PE 11 and sell PE 18
