Unless they are using nukes "leveling a country" almost the size of Texas is probably a bit of an exaggeration. Remember the US, with more aircraft and better coordination, spent a month in a bombing campaign to weaken and disrupt Iraqi forces in "Dessert Storm", and that was without trying to actually level the country (which would involve hitting many more targets), and Iraq is smaller than Ukraine.

I do however think they were pulling their punches at the beginning of the conflict, now they seem to have moved on to more intentionally causing massive destruction. Not necessarily having pulled out all the stops, but not really pulling their punches so much any more.
