Bob Saxe addressed this at the luncheon I attended. Why don't you email him right now Richard and put it to rest?

Dear Richard:

Missed your post and brought up the subject of GE on my own. In retrospect, thanks for the support. Didn't realize that I'd have to fight this hard to maintain my sanity in this den of wolves. It is now obvious to me that I made a terrific error in believing that I had any knowledge of business, an education, or 2 feet to stand on. My life is entirely dissheveled, and I should go back to grade school and start learning from scratch. I must be the most stupid investor on earth and should have never purchased one share of stock. If I ever do purchase another share, I should first call the company and ask if everything is going well (making sure the response is YES), make sure it is rated a "STRONG BUY" by at least 2 ANALYSTS, and invest my entire life savings, mortgage my house, toys, and business to the hilt...and definitely buy on margin only...in a company that has no significant earnings, manufacturing facility, marketable product,or delivery date for that non-existent product. Lastly I should save at least $125 to join S.I., go to the REFR thread and tell everyone what a smart move I made. I BELIEVE that I would then be accepted as one of the gang...but only if I never asked a pertinent question about the company that could be discussed by no less than a team of nuclear physicist's. GOODNIGHT ALL. IT'S BEEN A GREAT WEEK-END. Time to do something fun, like go to the dentist...a certain relief from the punishment you tried to hand out. However, I am only slightly battle-scarred and will rise again. It's a bit tough when the odds are 10:2, but have fought tougher battles before. GARY

As to a large company like GE, the following part of an article explains how the "REFR ball" can easily get dropped or forgotten.
article titled: Permission Granted - licensing ideas is an often
neglected means of getting cash-strapped projects off the ground.
writen by Barry Rien, senior partner of Pennie & Edmonds
(from Machine Design magazine, march 7,1996):
LICENSING TO LARGE COMPANIES:
"If you write to the president of a large company about your technology, you will rarely get a satisfactory or timely response. And if you do license your technology to a large company, you may find it does not move quickly enough, or it may not fully exploit the licensed technology. The internal organization and the politics of large companies sometimes get in the way. You need to find someone in that company who will serve, unofficially, as a "sponsor" of your technology. Such a person must have two qualifications. First, he or she must be placed highly enough in the licensee company to get things done. Second, they must be personally convinced the license is valuable to the company, so they see the arrangement as a means of their own advancement. Finding the right person is difficult but essential if your effort to license to a large company is going to succeed."
I learned a few years ago from REFR that two key employees that
served as sponsers in GE have left the company. Hence, maybe GE is
now "brain dead" to any good things REFR has to offer.
As far as finding a sponsor in Hankuk; I think its own CEO is the prime mover and shaker over there. MSC and Orcolite also appear to have sponsors, based on the level of high activity and reports of progress.
