Is it time for US-Japan-Australia
security pact?

Australia and Japan are now moving quickly to overcome
their habitual caution about expanding bilateral security
r Judging by Tuesday's speech by the Australian Defence
Minister, Ian McLachlan, the two countries are about to
substantially upgrade defence intelligence and other
contacts, while continuing to deny any plans to move
towards a formal defence treaty.

Of course, such a treaty would have to be implemented
carefully. Neither the US nor Japan nor Australia have
any interest in unduly alarming regional neighbours with
whom they have separate important relations. China,
especially, would obviously need to be reassured that
such a treaty was not a containment exercise.

The US, Japan and Australia all insist that their policies
are not directed towards the containment of China, and
acknowledge the need for enhanced security dialogue
with China and China's integration into co-operative
regional and global security arrangements.

Not surprisingly China is concerned at any possibility of
Japan pursuing wider military power; it has been alarmed
by the review of guidelines for US-Japan defence
co-operation, and this week's visit to China by Japan's
Prime Minister, Ryutaro Hashimoto, has been an exercise
in reassuring Beijing
