Responded in previous post would do neither because it is highly political and the aluminum from Shelekhov in big part is supplied to the fighter planes factory in Irkutsk, and the Russian government when in need of cash can confiscate the facility as a "contribution" to the Russian military.

Same was the Baikalsk Papermill that produced carbon fibers, now done in Bratsk by ILIM to best of my knowledge

Irkutsk Aviation Plant is a company based in Irkutsk, Russia and established in 1932. It is a branch of Irkut Corporation, itself part of United Aircraft Corporation. As of 2014, 2,500 people work in the plant.
