This is not true. David, read my message:
Occasionally, parts must be 'down-binned' or marked slower than they are, to meet demand for lower-speed parts.

Intel currently has no choice about doing this, since it is
the only way they can participate in the sub-$1000 PC business.
They also don't want too many high-speed Pentiums as it could slow down adoption of the PII. Were it not for those factors, they'd prefer to sell all chips at the highest speed grade (and thus price) they can guarantee.
