In other words, it's not always 1938.

This. Our whole foreign policy sensitivity has been conditioned to 1938 (or 1945 and the start of the Cold War). We are back to 1914, not 1938.

We have gotten used to imbuing good and evil into foreign affairs. That in itself is very dangerous because of course we are the good guys, right? Instead we are really just back to a state of affairs where States are run by bastards and will prey upon the weak where and when they can to further narrow national interests.
