George,

note that the document you're referring to is from October 1996. If I remember right, IBM announced some time last year that they were giving up this effort (called "FC-EL", I believe), thus effectively abandoning SSA in favor of FC. I remember attributing (privately) some of the high ANCR valuation late last summer to this news.
