I would say that the PERPETRATORS of those Despicable Cowardly acts were carried out by the Russia-Hating NEO-NAZI AZOV Elements within the Ukrainian Military. The same NEO-NAZIS who were central to the COUP that resulted in the overthrow of the Duly Elected Ukraine President, Viktor Yanukovych, in 2014 and who were predominant in the VIOLENCE that occurred, until such time that Russia, Germany and France got the new Ukrainian "government" to sign the MINSK AGREEMENT.
