The USSR fell apart pretty suddenly. The US and other Western powers actively tried to avoid creating several new nuclear powers as the result of the Soviet collapse. Ukraine had lots of Soviet nukes on their territory. And so did several other former Soviet republics and autonomous regions. All of them agreed to have them removed.

Since independence Ukraine did not have nuclear weapons. If they decide to obtain them presently, on their own - my understanding is that they would be subject to non-proliferation restrictions.
