As I have stated, from what I understand, most Gov. agencies prefer to use field expansion instead of windowing.

In fact, I believe the IRS is using field expansion.

While the exchange of dates in 4 figure format does not imply that they only should use field expansion, I believe that is what most agencies are using.

I did not mean to imply that is the only method to have 4 digit format.

the fact still remains that (in my opinion) CSGI has the fastest, cheapest, and most accurate method for field expansion and windowing.
