Should the approach be of merit, and not yet tried in USA / China, the reaction would be

- ‘raise a billion dollars’ in the US

- ‘allocate ten billion dollars and deploy 100 teams’ in China

Something about dollars and yuan, arms and legs

But the team in the US would feature 30% ethnic Chinese inputs
