Paul: Though I own a few shares of Altera I do not know that much about them. I'm also no technical expert but let me hazard a big picture guess.

The announcement may impact part of Altera's market but I suspect that with the attack on the low-end gate array market Altera should have enough gas to last for quite a long while. I also own LSI and I think there is an attack from here as well as the high end networking guys shift to ASICs and away from PLDs.

Overall though ALTR is a leader in the PLD area and the PLD area is growing very fast. So even though these 2 things in isolation do not look good, it is likely that ALTR and XLNX will not take these attacks on their future turf sitting down and come up with something to try and grow their markets. I know this is not very convincing but hey like I said I do not follow ALTR very closely...
