I’m just guessing - Cicero must have said that during the year when he served as Consul - and uncovered a conspiracy to overthrow the Republic. On that occasion, he pressured the Senate to execute several members of the Senate who were suspected of being conspirators. They were all immediately executed. The rebels were later destroyed. But, the history of having overruled Rome’s law and traditions forever remained as a dark cloud over Cicero’s reputation. The man was never able to live it down.

Edit - I think this may have played a part in the decision of the Triumvirate - Octavian, Mark Anthony and Lepidus - some years later, to include Cicero on their proscription list - which led to his death.
