I would say this is mismanagement of government on a global scale. The problem is that central banks have no control over the economy. May be that the problem is to the contrary - that governments and central banks had control of the economy - too much and for too long. While not knowing /caring about consequences. MA isn’t always right - who is? but, he makes many points that have the ring of truth.
