I think it will happen if Russia would be losing the war. Also, it may happen as a result of a provocation. A “chemical weapon attack” could do it, be it real or not. The scariest part is that no one is scared. That must have been the WWI mentality - every nation wanted to go out and restore the respect for their King of Tsar or Emperor - and they all thought it would take but a few weeks. The arrogant people on the opposite side had to learn their lesson - which would not take long.
