Yes, I noticed it very well - because the possibility bothers me. The way MacGregor presented it is that they may use nukes - but under extreme circumstances, like discovering a huge army (danger) on their border. I think there are other such potential scenarios. I mentioned many times that from their point of view it just doesn’t make any sense to lose this war. They would be pushed towards a full war - either immediately, or after a while. It’s the same dumb old Brzezinski school of thought - to kick them hard - until they’re weak, dismantled - and no longer a player worth mentioning.
