Actually having seen lots from inside admin side... I tend to agree .. Unless it has gotten better which I doubt.. lots of waste.. My ex had a workmate she often complained about who would spend a good part of the day surfing on work time.. folks making 100K+.. so it's not always admin... but lack of oversight... There is a lot of rot... even in my retirement job I see that productivity expectations have terribly diminished in the private sector big boys.. even without a union it is hard to get rid of folks once they are in wrt big biz...trying to save the righteous leads to lots of freeloading
