The ethically correct thing to do is to put workers back to work. His decision to relocate to TX was about lots more than masks. Good luck finding a deserted beach in California where you set up a rocket testing facility. Or where you buy hundreds of acres of land nearby a city with plenty of room to expand. And where there is no state income tax (personal or corporate). He made a good choice and he knows it. But it wasn't about masks.
