Quite possibly. I would go beyond just "possibly" if it was as federal taxing power is more constitutionally limited (for examples Bernie's wealth tax would be unconstitutional). OTOH who knows what judges will let politicians get away with these days.

My guess is it doesn't actually pass in the first place so it doesn't even go under judicial review but we'll see.

It reveals their attitude towards taxation generally. Taxes aren't a way to raise money to fund the activities of government. They are a blunt weapon wielded to enforce compliance with the will of the rulers.
