if it happens, it needs to be with strings
take the guarantee off and put loaning back on the universities
maybe they will get rid of so many of the crap degrees.

or only pay off those with a 'real degree'
also, just think how inflationary that will be...
upwards of a trillion now freed up...banks not spending it but people will
should probably make it out to the loaning instition instead of the loanee
