Yep, a lot cheaper and more effective. My idea was somewhat similar - to set up a few bases, away from big population centers, not easily accessible. Sit there - and gradually develop “friendships” with some key locals - more or less along the lines you described. Let local politics continue along their own local “natural” lines - as much as possible. After all, our interest was in preventing terrorism. That said, the idea of restoring the monarchy sounds even better.

Something similar would, likely, work better in Iraq - assuming we were going to invade. Which wasn’t a must.

Kaddafi, from what I read, was fairly popular in Libya. All we needed to do was to help him survive against the super radical insurgency.

The point is, there were other available solutions, more adaptable to local conditions - and more limited, less invasive.
