I'm guessing, not telling, but yes, it sure feels like it's just not worth their while to offer it.

I called a GTWY salesman and asked if I could buy a system without Win95 and he said no. I asked him why and he said it was part of their agreement with MSFT. I asked if he meant it was in the OEM contract and he said "no it's not really part of the contract, it's just our policy". He said he didn't know exactly why.
