Ah, I see, you are pointing out that local flares are hidden by national stats. Got your meaning. Maybe the coming election can make the issue go away, or set up for 2024. Covid seems a political as well as an economic issue in USA domain, whereas in China is economic and medical issue. But yes, the two approaches seem to be merging towards Grand Unification.
