The US media has tried to portray all of them as Putin hits. It doesn't make a lot of sense to kill executives for Gazprombank which is key to getting gas payments from EU under roubles-for-gas plan. Ukraine would have the motive, trying to prevent continued gas flow from Russia.

Russia to Halt Gas to Poland in Major Escalation, Company Says

It's not an escalation. They've had the grace period during April where they received gas flows from Russia and customers had till their payment due dates to make their deposits. They can't receive free gas as force majeure allows parties to revise contracts according to external factors beyond their control.
