The fish he catches are likely to be charged for process crimes for lying in statements during the investigation, IMO. Proving and charging the conspiracy is going to eat up too much time and the statutes will run, though he seems to have put the puzzle together by the looks of the allegations in the filings.

Is it not true that if there is a conspiracy there is no statue of limitations?
A participate has extricate themselves from the conspiracy to allow the start of statue oflimitations to begin.
