It can very much happen. I've discussed the constitutional legal foundations for it and for other critical election issues. But it is too late in the night to rehash them.

For corporate funding, start with the scam and perjury that was used to originally convince the supreme court that corporations are people. Use that to nullify that scame. Furthermore, if you can limit the personal contributions, then you can also limit the corporate contributions.

To fix gerrymandering and other serious problems in elections, you should note that the Federal government has the authority to ensure that state elections are done fairly and properly. That is a power that the constitution gives to the Federal government. The only limit it puts on the Federal government is that the Feds cannot hold the election outside of the state.
