Probably not - the 10% group would ramp the Police State up so high with that much money. Saw a good series about corruption of the elite back at the turn of the last century. "The Alienist"

The elites ran the police and could get away with anything, no matter how heinous.

Most probably.. though 7,000 dead & 50k + wounded would not have happened.
