They may be planning on using the Abortion restrictions to hide the loss of fertility due to the vaccines.
Loss of fertility? Great, two birds killed with one stone!

a) Loss of fertility means no need for abortion.

b) Only anti-vaxxers will be able to reproduce. Pro-vaxxers will slowly die off.
